Import a document into the site by url
Fetches a document - the statute, annual report or form a migrated site offered for download - stores it publicly on the website's CDN and returns the row a `files` section stores.
Body: {"url": "https://..."}.
Same guards as an image import: http and https only, no private or internal address anywhere in the redirect chain. At most 25 MB. The bytes are checked, not the name or the Content-Type: PDF, Word, Excel, PowerPoint (old and new), OpenDocument, RTF, EPUB, plain text and CSV are accepted; HTML, SVG, archives, images and executables are refused.
Returns `{"file", "title", "fileType", "size", "url", "reused"}`. Importing the same url twice returns the stored file without fetching again.
A hosted document is public until deleted; it has no share to revoke. Requires ADMIN_TENANT and the website module. Rate limited per tenant, on the same budget as image imports.

ApiTokenJWT
Server-to-server authentication. Generate a token in the admin UI at
Settings → Developers → API Access. Send the raw token in the
Api-Token header — there is no Bearer prefix.
Tokens can be marked read-only at creation time, in which case the API
rejects any non-GET request with 403 Forbidden.
Body
application/json
JSON body; see the description
The body is of type object.
